A Governor in the Council`s by-law (the Regulation) is part of the definition of affordable housing under the Act. The regulation sets out income areas for very low-income, low-income and middle-income households for affordable housing that is not social housing. A mechanism to facilitate the provision of affordable housing is a voluntary agreement between a competent authority (usually a municipal council) and a landowner to provide affordable housing for new developments.
